摘要 快速都市化發展使得不透水鋪面面積增加,導致地表逕流量及洪峰量急速上升,以至於洪患現象較過去更為嚴重,目前許多開發國家對於流域採取整體性的管理制度,依據流域範圍成立跨行政部門組織,共同訂立管理目標和事務,以避免流域上游區域的國家或行政區,因大量的開發或管理不善,造成中下游地區的災害,除此之外,對於開發者與開發案審核機關及防洪管理機關所應承擔的權責都已清楚的界定。台灣地小人稠且開發規模密集,數量繁多的小規模開發案多發生於集水區中下游地區,且不需要進行環境衝擊評估,長期以往便使得中下游的低地區在洪水規模上更形惡化,因此本研究參考國外洪水管制現況和經驗,融合國內現況,建議一套國內適宜之集水區洪水出流管制評估流程和審查機制,以南科為主之鹽水溪流域為例,應用HEC-HMS模式和本研究所研擬之集水區洪水出流管制評估流程操作,除了可以檢視本研究所研擬之洪水出流量管制評估流程可行性外,還可以瞭解南科規劃之滯洪池規模對於將洪峰量恢復至開發前的效益。
Fast urban and industries development increased the impermeable pavement area and made the drainage systems and flood-proof measures failure all the time over the last few decades. Worse still, climate change would cause the flood disaster more serious especially for islands as Taiwan; hence, an integrated flood management strategy is necessary. This study develops an adaptive flood quantity control framework of Taiwan which includes flood peak impact assessment framework, review mechanism of lands development to apply for each development project with all scale. Furthermore, Southern Taiwan Science Park (STSP) is the study area to present how to operate the proposed flood quantity impact assessment processes using HEC-HMS model.
