題名 台灣庇護工場轉型社會企業之探究 -以伊甸基金會烘焙事業部為例

摘要 庇護工場的成立初衷是以協助弱勢團體為主，通常是提供中重度身心障礙者完全的保護以及安全調整過的工作環境，在工場裡他們可以體驗模擬式的工作訓練並獲得少許的產能報酬。但是當台灣的「身心障礙權益保障法」將庇護工場歸勞政主管時，許多庇護工場因為庇護性員工的高照護與訓練成本、低產能，加上缺乏專業經營管理團隊，而有經營不善的問題發生。為了要實現其社會與經濟目標，庇護工場開始朝著社會企業的方向發展。
本研究採用文獻回顧分析結合非結構式的訪談，首先回顧美國、歐洲以及台灣關於庇護工場與社會企業的文獻，作為主題探討背景的了解，並介紹社會企業的經營模式和所面臨的主要挑戰。並將社會企業定義為遵循企業途徑來達成其社會使命，並追求財務上自給自足、永續發展的組織。
接著以伊甸基金會烘焙事業部作為個案訪談對象。分析後發現，伊甸基金會烘焙事業部發展情形和台灣多數庇護工場的現況十分相像，正處於由庇護工場過渡到社會企業的階段中，目前規模甚小，弱勢案主群能獲得的工作薪資水平也不高，但在財務上還是有某種程度上依賴政府的直接或間接的支持，只有部份達到其社會目的，尚未完全達到經濟上的自給自足、永續發展。
推究其原因，伊甸烘焙事業部在一開始發展庇護事業的時候，缺乏專業的管理知識與能力，導致在事業規劃上缺乏全面、長期眼光。在一開始向社會企業發展時，只能模仿其他的社會企業。其中並沒有考慮到其組織使命與特色、沒有可行的企業經營模式，導致組織定位不明確、無法達到財務上的自給自足、也模糊或抹滅組織原有的特色。
若希望能夠達到經濟上的自給自足，本研究提供給伊甸基金會烘焙事業部如以下。組織使命方面：(1) 凝聚機構共識(2) 解決溝通問題。專業人才方面：(1) 專業人才的吸引、留任與支持(2) 提升技術與工作技能。產品與服務方面：(1) 提升產品與服務品質。網絡合作方面：(1) 發展組織內部合作關係(2) 發展外部合作關係。其中需要特別強調的則是適當投資以及結合社會面核心能力的重要性。
