摘要 自第七屆立法院起，立委選舉制度由SNTV改為SMD，這個巨大的轉變勢必會對於立法委員的代表行為與選區經營模式造成影響，以往以小眾為訴求或是憑藉高知名度當選的立法委員，要在新的選舉制度下求取連任，將面臨地方政治人物的挑戰。這些地方政治人物長期深耕基層，擁有深厚地方實力，對於立法委員的連任具有極大的威脅性。因此，立法委員若要尋求連任，勢必得在代表角色的取捨以及選區經營方式上有所改變，才能符合選區民眾對於立法委員的要求與期待。

本研究以第三至第八屆區域立委為研究對象，在研究方法上使用調查研究法、參與觀察以及深入訪談法三種方式，藉由多元的資料蒐集方式，透過立法委員本人及其周遭助理的實際經驗，試圖拼湊、還原立法委員在新舊選制之下，選區經營模式的持續與變遷。

在代表角色的取捨上，新舊選制之下的立法委員雖然在服務處的數量上變化不大，但是新選制下的立委顯然投入較多的時間與人力在經營選區；另一方面，在立法問政時，新選制下的立委也更加重視選區的意見，並且以選區的利益為優先考量。當政黨與選區在議題上意見不一致時，立委會傾向扮演兩者之間溝通、磨合的角色，並且避免在媒體上發言。

此外，在選區認知方面，新選制下的立委為了在選區獲得過半數的選票，會加強鞏固連任選區，甚至會積極的加以擴大，因此，立委在選區經營模式上也與以往顯得有所不同。在選區行程方面，立委會花費更多的時間在親自參與選區活動，以紅白帖行程為例，新選制下的立委面對選民的婚喪喜慶時，其處理的態度較舊選制下的立委更加積極。而在服務案件的處理上，立委轉介給其他民意代表處理的情形，在新選制之下逐漸減少，而且服務案件的內容及件數都較以往更為龐雜，而有立委「里長化」的現象，這是立法委員為爭取連任而導致的結果。
