Central bank independence;Output-inflation tradeoff;Inflation;Fiscal deficit;Monetary policy日期 1997 上傳時間 19-Aug-2014 09:00:55 (UTC+8) 摘要 本研究目的,主要在於(1)就既有文獻關於中央銀行獨立性(Central Bank Independence,CBI)高低,對央行貨幣政策掌握及總體經濟績效的影響進行彙整,並就現行各國中央銀行法之調整趨勢進行說明(2)利用Cukierman,et al.(1994)三種測量中央銀行獨立性的方法,測量出我國央行獨立性的高低,三種方法分別為中央銀行法所隱含之CBI指標、統計上央行總裁汰換率之CBI指標以及透過專家問卷調查所得之CBI指標;此外,在法令所隱含CBI指標中,我們尚進行我國歷次修正之中央銀行法所隱含之CBI指標變化,以及現行央行送立法院新版中央銀行法和各立委提案之中央銀行法所隱含之CBI指標的比較;最後,我們並進行三種CBI指標之相關性研究;(3)就我國CBI指標與各國CBI指標進行國際比較,我們發現無論是全體72個觀察國或將樣本分為已開發國家或開發中國家,我國中央銀行獨立性皆屬中等,且在已開發國家中,法令上及問卷上所呈現結果,有較顯著之一致性,此可能由於已開發國家對法令的遵守性較認真的緣故,(4)本研究亦對我國央行體制改革所面臨爭議性的問題,進行專家問卷調查,且除就各爭議議題分析外,並就問卷回答者背景(學術界、金融實務界、央行工作者等)及其對不同問題的看法,做進一步分析,最後(5)本研究亦針對CBI高低對總體經濟績效及貨幣政策管理之影響進行實證分析。
The purpose of this study is to (1) survey the relationship between central bank independence (CBI) and macroeconomic performance in existing papers; (2) construct and measure the ROC`s central bank independence indexes by three different ways and find out the characteristics of ROC`s CBI index; (3) compare ROC`s CBI indexes with other countries; (4) test the relationship between CBI and macroeconomic performance and testing if there exists endogenousness between CBI and inflation; (5) analyze the questionnaire opinions of financial professonist about ROC`s Central Bank system change and Central Bank Law modification.關聯 行政院國家科學委員會
