| dc.description.abstract (摘要) | 1969年，西德總理布朗德（Willy Brandt）提出以「特殊關係」的概念來界定兩德關係，當時他是以「屋頂理論」為架構，而這個架構對於兩德關係的緩和貢獻甚大。2008年，馬英九總統以「九二共識」為基礎，也以「特殊關係」來界定兩岸關係，目前這已成為兩岸在和解過程中的默契，雙方關係進展尚為順暢。在字面上，這兩個概念完全一樣，但其內涵與框架則有所差異。儘管兩岸與兩德的實例區別甚大，但兩岸關係已有向德國模式發展的跡象。當「九二共識」已具備「一中屋頂」之後，將有可能向德式的「屋頂理論」發展。此外，北京對於臺灣甚至中華民國接受的程度，已由完全漠視轉為適度暗示，現正朝向西德對於東德所採行的事實承認的方向邁進。還有，兩德的其它經驗對於兩岸也有相當的參考價值，其中包括：放棄使用武力、放棄外交圍堵、以辯證方式處理歧見、擱置爭議以及開發創新政策等。 | en_US |
| dc.description.abstract (摘要) | In the frame work of the ”1992 Consensus”, President Ma Ying-jeou`s definition of ”special relations” served well as the basic tacit understanding between Taipei and Beijing for their process of reconciliation. Literally this definition is identical to the statement that German Chancellor Willy Brandt made in the 1970`s which functioned within the structure of the ”Roof Theory” (one nation, two states). This had been proved to be a workable structure which contributed significantly to FRG`s detente policy toward the GDR.Despite all the differences between the Chinese and the German cases a comparison of the two can help reveal the problems and obstacles in the cross-Strait relations. Nonetheless most of the components of the inner-German relations can be taken as a reference for the both sides of the Strait. These include the policy of renouncing the use of force, lifting the diplomatic boycott, engaging in dialectic management, shelving disputes, supporting innovative initiatives, and the forth. The author would argue that the cross Strait relations have started moving towards the German model. | en_US |
