題名 橘子與香蕉如何比?從SSCI看臺灣高等教育學術評鑑之迷思

摘要 隨著台灣高等教育數量大幅擴張的結果,如何維持高教的品質,已成為各大學關注的焦點。自民國94 年起教育部為提高我國高等教育國際競爭力與能見度,接連提出「追求卓越計畫」、「頂尖大學」及建立大學評鑑等政策。其強調評鑑指標之份量與經費配置結合之做法,促成國內高等教育以SCI/SSCI、A&HCI 等國際期刊的刊載篇數與被引用次數,作為評鑑標準的發展方向,過程中出現不少爭議,尤其評鑑指標過於「單一量化」的問題始終未獲解決,以致評鑑效度備受質疑。本文擬針對目前臺灣在學術評鑑上過度倚賴SSCI 等資料庫發表之的問題進行探討,進而引用國際案例說明人文社會領域在專書等發表形式所占之重要地位。最後提出人文社會領域學術評鑑可能之參考指標與方向。
With the expansion of Taiwan`s higher education system in recent years, the maintenance of quality has become a key concern. In 2005, the Ministry of Education initiated both the Program for Promoting Academic Excellence in Universities (PPAE) and the Aiming for the Top University and Elite Research Center Development Plan (ATU Plan), and also established a formal university evaluation policy, with a view to improving the competitiveness and international visibility of Taiwan`s universities. In so doing, the MOE established a clear link between the results of evaluations and the allocation of funds. Research performance is assessed in terms of the number of articles published in SCI, SSCI and A&HCI indexed journals, as well as citation rates and associated impact factors. Evaluation has thus taken on a highly quantitative dimension. Despite the efforts of all concerned to encourage academic excellence, the above-mentioned quantitative evaluation indicators have resulted in bitterness and complaints from humanities and social sciences whose research accomplishment were de-valued and ignored under current quantitative indicators. It is necessary to investigate other approaches to evaluation that are beneficial to both researchers and funding agencies, and find ways to properly tap into teachers` academic productive capacity. The authors will first examine the academic evaluation issues in Taiwan, then introduce the ways of evaluation is conducted in some developed countries (Australia, Italy, UK, and US, per se) as references to Taiwan. Finally, the author will concrete solutions to policy-makings in the make of a fair and effective evaluation system for humanities and social sciences in Taiwan`s higher education.
