題名 Estimating Mine Equipment Injury Rates

摘要 The National Academy Panel report, “Toward Safer Underground Coal Mines,” determined that mine management and labor practices were key determinants of mine-to-mine differences in injury and fatality rates. We study injury rates associated with mine shuttle cars. We find a good fit for Poisson-accident occurrence and gamma-rate-distribution model of injuries associated with this equipment. Empirical Bayes estimates of parameters are obtained. Comparisons of mine-to-mine rates suggest conclusions parallel to those of the panel. Predicted injury rates for higher quantile injury rate mines are several multiples of those for lower quantile mines. Since the equipment design is standard, these differences are not causally connected to equipment design.
