摘要 聯合國環境相關計畫在1970年代開始蓬勃發展，2000年聯合國大會中通過的『千禧年發展宣言』，則象徵全世界的開發中國家或已開發國家為了消除貧窮、飢餓、疾病、文盲、環境破壞與性別歧視共同合作的努力。本文藉由回顧『千禧年發展宣言』以及其重要成果，討論世界永續發展現況、環境思維變遷的脈絡與行動的轉換，並討台灣在環境永續實踐面，以及發展國際環境援助與計畫合作等的問題檢與限制。此篇描述介紹性質的論文，重點不在給予「永續發展」一個適切的定義與詮釋，而是希望透過了解聯合國環境計畫的豐富性與國際環境議題趨勢，思考我國參與聯合國相關事務的多元管道，使台灣在國際環境政治中，能在符合自己國家利益、遵守國際規範的同時，也能在國際環境合作計畫或援助上扮演更積極正面的角色。
Since 1970s, United Nations (UN) has developed several programs related to environmental protection and sustainable development. In particular, the Millennium Project was commissioned by the United Nations Secretary-General in 2002 to recommend a concrete action plan for the world to reverse the grinding poverty, hunger, disease, and environmental degradation affecting billions of people. This article, by reviewing UN Millennium Development Goals (MDG) and its major achievements, discusses the current issues/arguments of world sustainable development and global environmental efforts. The article further examines the sustainable development projects in Taiwan, and explores the problems and limitation of Taiwan’s current projects in the international environmental assistance and cooperation.
