摘要 二十世紀末，國際經濟情勢產生大幅變化，經濟全球化和區域整合共同形成現今世界經濟發展的趨勢。1995年成立的WTO成為了規範與管理國際貿易的主要機制，也成為國際經濟秩序下各國能一體遵循的制度。然而，2001年底WTO 通過決議展開的「杜哈發展回合」，因各會員國利益難達成共識，而進度緩慢，無任何突破。鑒於全球多邊貿易體系自由化進展受阻，國與國間轉而投入於簽署區域或雙邊自由貿易協定。

在區域經濟整合的部分，美洲和歐洲都已達成熟階段，東亞地區的發展則相形落後許多。雖然如此，縱觀近年東亞地區的發展，仍可發現東亞國家無不致力於推行區域整合，當中較有系統且不斷循序漸進的是以東協為核心向外拓展的東協加Ｎ系統，東協除了內部持續進行整合外，也與東亞其他國家建立彼此間之貿易關係。東協於1992年決定成立東協自貿區，並於1997年首度召開東協加三會議後，遂積極與周邊國家建立雙邊的貿易架構或緊密經濟夥伴關係。從東協與其他東亞國家簽署自由貿易協定的現況，可一窺其對於推動東亞區域經濟整合的輻射狀自由貿易協定網絡之可能佈局。

然而，東協在推動東亞地區經濟整合上的同時也面臨諸多的挑戰。其中之一為中國之競逐，中國於2010年超越了日本，成為世界上第二大經濟體，從中國經濟快速成長看來，目前東亞的經濟似乎是以中國為中心向四周輻射出去，呈現出以其為主體的亞洲經濟整合現象。另一挑戰為美國所主導之泛太平洋戰略經濟夥伴協定(TPP)的形成。面對這些來自區域內與區域外的挑戰，東協如何化危機為轉機，引領東亞完成區域經濟整合。

然而，東協在推動東亞地區經濟整合上的同時也面臨諸多的挑戰。其中之一為中國之競逐，中國於2010年超越了日本，成為世界上第二大經濟體，從中國經濟快速成長看來，目前東亞的經濟似乎是以中國為中心向四周輻射出去，呈現出以其為主體的亞洲經濟整合現象。另一挑戰為美國所主導之泛太平洋戰略經濟夥伴協定(TPP)的形成。面對這些來自區域內與區域外的挑戰，東協如何化危機為轉機，引領東亞完成區域經濟整合。		zh_TW
