摘要 投標報價風險評估流程旨於投標或報價前,根據招標文件、邀標書內容或客戶訂購明細等資訊,界定出來自內部及外部關乎法務、財務及技術等面向的潛在風險,進而評估專案風險可承受程度,做出是否投標、報價(定價合理性)的決議。
     資訊科技能使加速國內各產業有效利用知識,以創造經濟規模,也是國內發展服務產業的重點。系統整合服務是專案型態的勞力密集服務,提供客戶包含了網路、資訊硬體設備、系統軟體、以及應用程式整合與客製化等,以建構完整的解決方案。為滿足不同領域客戶需求,高度客製化的作業需以專案形式進行管理,而專案執行相當依賴人員的知識、經驗與創作,而服務的交付與提供是以合約約定為依歸,因此,關乎合約條款的審查程序至為重要。
     本研究係應用Tsaih and Lin (2006) 所發展之PWIO(Process-Wide Information Organism)分析方法論,探索與分析個案公司投標報價前之內部評估流程,以系統化的方式重現與描述現行流程,探討投標報價風險評估之流程相關管理議題並提出改進意見,對個案公司提供具體改善方向。相關管理意涵亦進行探討。
The evaluation process of bidding risk and quotation aims to identify the potential (internal and external) risks related to the legal, financial and technical perspectives based upon the details of tender offering or client quotation. The value of this process results from its critical role in supporting the tender offering or client quotation decision.
     Information technology not only enables the domestic industry to accelerate the use of domain knowledge to create economies of scale, but also complies with government policies for developing domestic service industries. Systems integration services are labor-intensive and managed by projects. Systems integration service is featured with highly customized solution in terms of network, IT infrastructure, system software, and applications integration. To satisfy various domain needs, the tailored services depend highly on staffs’ knowledge, experiences and creativitiy. Service delivables must comply with contractual agreement, therefore, the pre-process of reviewing agreed contract terms is essential.
     This study applies the Process-Wide Information Organism (Tsaih and Lin, 2006) to systematically investigate the process of project contract assurance of the subject Company. Through the practice of reconstructing and analyzing the current processes to the subject Company, this study provides suggestions for improving the pre-process. Management implications are also discussed.
