摘要 長久以來，民意在民主政治中所扮演的角色，一直是政治學研究的重要議題之一。V.O. Key(1961)提出Opinion Dike理論，他認為民意應形成一個堤防，來導引政策的走向，並提供了議題辯論的基礎。在民主國家中，由於民眾是國家的主人，政府在做任何決策時應符合人民的期待。根據過去的民調數據顯示，兩岸問題在臺灣民眾心中是長期且穩定的重要議題，因此，決策者在制定兩岸政策時應了解臺灣民眾對於兩岸政策的態度為何。
     馬英九總統在2012年競選連任時曾提出兩岸和平協議的議題，引起國內民眾與在野黨的高度關注，而馬英九總統也表示，兩岸是否簽署兩岸和平協議的首要前提是國內具有高度的民意支持。和平協議的內容為何？學界上雖有眾多討論，但並沒有共識。因此，本文研究目的是期望透過民意調查資料，來了解2012年總統選舉過後，臺灣民眾對兩岸和平協議贊成與否的態度是受到何種評估面的影響，並得知臺灣民眾對和平協議的看法與內容為何。
      本研究發現，贊成兩岸簽署和平協議的民眾，在務實面上，認為臺灣不需要軍購且兩岸經貿往來對臺灣有利、在情感面上，認為中國大陸會遵守和平協議、更要在簽署兩岸和平協議後，能夠維護國家主權與主體性以及參與國際事務。其中，以中國大陸是否遵守和平協議的影響程度最大，顯示臺灣民眾對中國大陸政府信心不足。因此，政府若欲推動與中國大陸商簽兩岸和平協議，應增進臺灣民眾對中國大陸政府的信任程度，改善兩岸互信，未來才有簽署和平協議的可能性。藉此研究，期望政府在做決策時，能回應民眾的需要，以為臺灣民眾謀求福祉。

dc.description.abstract (摘要) 長久以來，民意在民主政治中所扮演的角色，一直是政治學研究的重要議題之一。V.O. Key(1961)提出Opinion Dike理論，他認為民意應形成一個堤防，來導引政策的走向，並提供了議題辯論的基礎。在民主國家中，由於民眾是國家的主人，政府在做任何決策時應符合人民的期待。根據過去的民調數據顯示，兩岸問題在臺灣民眾心中是長期且穩定的重要議題，因此，決策者在制定兩岸政策時應了解臺灣民眾對於兩岸政策的態度為何。
     馬英九總統在2012年競選連任時曾提出兩岸和平協議的議題，引起國內民眾與在野黨的高度關注，而馬英九總統也表示，兩岸是否簽署兩岸和平協議的首要前提是國內具有高度的民意支持。和平協議的內容為何？學界上雖有眾多討論，但並沒有共識。因此，本文研究目的是期望透過民意調查資料，來了解2012年總統選舉過後，臺灣民眾對兩岸和平協議贊成與否的態度是受到何種評估面的影響，並得知臺灣民眾對和平協議的看法與內容為何。
      本研究發現，贊成兩岸簽署和平協議的民眾，在務實面上，認為臺灣不需要軍購且兩岸經貿往來對臺灣有利、在情感面上，認為中國大陸會遵守和平協議、更要在簽署兩岸和平協議後，能夠維護國家主權與主體性以及參與國際事務。其中，以中國大陸是否遵守和平協議的影響程度最大，顯示臺灣民眾對中國大陸政府信心不足。因此，政府若欲推動與中國大陸商簽兩岸和平協議，應增進臺灣民眾對中國大陸政府的信任程度，改善兩岸互信，未來才有簽署和平協議的可能性。藉此研究，期望政府在做決策時，能回應民眾的需要，以為臺灣民眾謀求福祉。		zh_TW
