題名 我國企業工會辦理勞動教育之探討

摘要 全球化時代來臨，產業與勞動結構的快速變化，致使勞動關係更加複雜與脆弱。細究勞資衝突之起因，除勞雇雙方對勞動法令之認知有誤或不瞭解，未能建立正確及良好的勞動觀念也是原因之一，勞動教育在這樣的時代背景下顯得格外重要。而工會，作為集體勞動關係中重要的一環，究係如何看待勞動教育，其當前辦理之情形與困境為何，即為本研究主要探討之課題。
      為達成此研究目的，本研究蒐集國內外相關文獻，勾勒出各國勞動教育辦理之概況。藉由訪談之進行，充分瞭解企業工會對勞動教育之認知、態度與辦理情形。再進一步針對臺北市、新北市、桃園市、基隆市及宜蘭縣等460家企業工會進行問卷調查，以掌握企業工會辦理勞動教育之現況、困境與需求。
      依據上開調查結果，本研究獲得以下結論：
     一、勞動教育之內容定義不明確，與教育對象仍以勞工或工會為主。
     二、勞動教育經費的不充裕，導致工會無法長期且有系統地推動勞動教育。
     三、勞工對於勞動意識的缺乏，影響其接受勞動教育之意願。
     四、工會於辦理勞動教育時，普遍欠缺整體性之規劃。
      本研究針對上開結論，對行政機關、工會及未來研究相關主題之研究者提出以下建議：
     一、對行政機關之建議
     (一)推動勞動教育法制化，明確勞動教育之內容、範疇、對象與教育經費之來源，並建立獎勵及輔導機制，鼓勵各界積極辦理勞動教育。
     (二)於學校階段落實勞動教育，針對不同學級之學生，設計符合其認知發展之主題與教材，自小養成國人正確之工作價值觀與勞動意識。
     (三)整合各界資源，發展工會與大專院校或民間教育機構之合作模式，藉重其專業與完善之硬體設備，優化勞動教育課程。
     (四)充實國內勞動教育師資，多元開發不同領域之專家學者及業界人士，並輔導工會培訓內部講師。
     二、對工會之建議
      盤點內部資源，重新檢討勞動教育之辦理模式，同時應積極尋求外部資源與事業單位支持，使勞動教育之推展更為順利。
     三、對後續研究者之建議
      未來可透過擴大研究範圍與研究對象，降低推估之偏誤，亦可針對工會與勞工對勞動教育之需求差異進行比較，藉以檢視工會實施之勞動教育是否符合勞工之需求。
