| dc.description.abstract (摘要) | 近年來國內社會治安問題急速惡化，犯罪案件層出不窮，除了總體犯罪數量、犯罪人口、犯罪指數上昇外，犯罪行為亦傾向暴力、凶殘化、文惡質化，不但個人財產不保，生創亦隨時可能成為潛在的犯罪被害不特定客體，可謂人人自危。因而，人心思治，犯罪防制工作乃成為重要的公共議題（public issues ），而負責處理此一議題的政府機關－警政署，亦似乎提不出一套有前瞻性的政策，以茲因應。 | zh_TW |
| dc.description.abstract (摘要) | The police in this country are currently being confronted with a broad spectrum of critical issues such as the deterioration and their aggravation of public order, the growth in the crime rate, foul play and evenbrutalization. In the long urn, the individual property and even life are left hanging in peril. Anyone, in fact, likely to be vulnerable to a prospective crime. While public issues focuses on crime prevention, repression and investigation, those in charge, the National Police Administration, seem unable to adequately address this critical situation at this time. | en_US |
