題名 健全債務基金制度之研究

摘要 當前政府已進入償債高峰期，迅速累積之債務造成政府面臨新階段的財政困難，鑒於政府龐大的債務將產生財政僵硬與排擠效應等不利影響，建立債務基金機制確切落實債務之管理是目前政府的當務之急。債務基金不但可使每年債務還本金額平均化，符合代際之公平性，方可透過將高利率債務轉換為低利率之債務，以減輕利息負擔，紓解債務壓力，改善預算結構，是故，債務基金之建立有其充分之正當性與必要性。因此本文旨在探討價務基金操作之架構，主要針對債務基金之來源、用途及相關運作措施。文中除了對債務基金制度面做一介紹外，亦探究未來我國公債市場發展與改進的方向。
