題名 中共「廠長負責制」之研究

摘要 【論文提要內容】
政策執行的研究途徑目前在西方有逐漸成為獨立研究領域的趨勢，但卻少有學者將之運用到共產國家政策的研究上，鑒於此，筆者在處理中共國營工業企業領導體制的改革一一即廠長負責制一一主係從「政策執行」的角度，建立一個觀察(分析)中共廠長負責制執行層面的模型，其中又以提出內、外環境變數作為分析焦點。全文共一冊，六章十八節，凡十篇字，各章內容摘要如下:
第一章:導論，主在說明研究動機以及研究方法與範圍。
第二章:旨探討西方政策執行研究的方向與成果，再檢視當代「中共研究」的主要方法，並建構一個分析中共工業政策執行之模型，藉以作為本文的分析架構。
第三章:本章的焦點在研究鄧小平時代中共工業政策執行的外環境因素，之所以要對它加以研究，乃因當前中共改革政策的理論基礎皆與之有密切的關係。
第四章:從歷史的角度找出廠長負責制的痕跡，並更深入地分析它的理論基礎，且說明廠長負責制的具體措施與目的。
第五章:由筆者提出五個變數來觀察中共廠長負責制自試點以來的執行狀況，這五個變數處理得當與否，將強烈影響廠長負責制的執行成效及未來命運。
第六章:研究的結論與發現。
