摘要 本論文以 1999 年的伊利安事件作為撰寫動機,由於該事件涉及美國對古巴之移民政策、經濟制裁政策以及古巴相較於其他拉丁美洲及加勒比海國家所擁有之特殊待遇,因而開啟本文對於古巴裔美國人之政治影響力以及美國與古巴雙邊關係之探討。此外 2014 年 12 月 17 日美國總統歐巴馬與古巴領導人勞爾.卡斯楚分別發布雙邊關係正常化之聲明,以及其後在歐巴馬政府期間達成之雙邊關係正常化成就,延伸出本文欲討論之問題:第一、為什麼選擇正常化雙邊關係?第二、為什麼之前的政府無法達成正常化? 第三、為什麼是現在正常化?第四、影響歐巴馬做出該項外交政策的因素有什麼?本論文假設兩國關係正常化的結果必須以外在環境發展成熟為先決條件,然而領導人的主觀意願才是推動關係進展的決定性因素。為找出上述問題之答案,本文藉由文獻查找與比較,透過美國對古巴的認知與作為來理解美國的國家利益;透過美國歷任總統對古巴的政策作為說明卡特政府以來美國歷任政府之所以無法與古巴關係達成正常化之原因;透過國際、國家及個人三個層次分析探討兩國關係正常化之因素;最後以歐巴馬過去之演說與著作,對照其任期內之政策作為,證明其透過持續而漸進的政策推進,最終促成美國與古巴關係正常化之成果。

dc.description.abstract (摘要) 本論文以 1999 年的伊利安事件作為撰寫動機,由於該事件涉及美國對古巴之移民政策、經濟制裁政策以及古巴相較於其他拉丁美洲及加勒比海國家所擁有之特殊待遇,因而開啟本文對於古巴裔美國人之政治影響力以及美國與古巴雙邊關係之探討。此外 2014 年 12 月 17 日美國總統歐巴馬與古巴領導人勞爾.卡斯楚分別發布雙邊關係正常化之聲明,以及其後在歐巴馬政府期間達成之雙邊關係正常化成就,延伸出本文欲討論之問題:第一、為什麼選擇正常化雙邊關係?第二、為什麼之前的政府無法達成正常化? 第三、為什麼是現在正常化?第四、影響歐巴馬做出該項外交政策的因素有什麼?本論文假設兩國關係正常化的結果必須以外在環境發展成熟為先決條件,然而領導人的主觀意願才是推動關係進展的決定性因素。為找出上述問題之答案,本文藉由文獻查找與比較,透過美國對古巴的認知與作為來理解美國的國家利益;透過美國歷任總統對古巴的政策作為說明卡特政府以來美國歷任政府之所以無法與古巴關係達成正常化之原因;透過國際、國家及個人三個層次分析探討兩國關係正常化之因素;最後以歐巴馬過去之演說與著作,對照其任期內之政策作為,證明其透過持續而漸進的政策推進,最終促成美國與古巴關係正常化之成果。zh_TW
