摘要 論文提要
一、科索沃衝突的發生，以南斯拉夫聯邦內部來說，是「獨立」與反「獨立」尖銳對立地必然結果。塞爾維亞為主導的南斯拉夫聯邦，以殘酷之「種族清洗」鎮壓，激起國際公憤，為避免科索沃再度成為點燃巴爾幹半島所謂「歐洲火藥庫」的導火線，影響歐洲國家之安全，導致以美國為首的北約組織高舉以「人道主義」為理由，進行軍事干涉。
二、科索沃衝突事件不見得將成為爾後歐洲危機的處理模式，但是在歐洲自主安全力量無法有效發揮，無法獨自以歐洲力量維持自身安全時，歐洲安全仍將需要美國勢力的存在。
三、美國軍事干涉準則，大致可歸納如下：
(一)事件與危機關係到美國國家重大利益。
(二)要有明確的政治與軍事目標、決定性的優勢兵力與必勝之把握。
(三)成本與風險均須在可接受之範圍。
(四)須獲得民眾與國會之支持，且需具合法性與國際友邦之協助。
(五)要有終戰指導，不可陷入長期戰爭。
四、在國際社會中世局的演變雖然有曲折與辯證的特性，但是國際政治中卻有個不變的鐵則：「沒有永久的敵人、沒有永久的朋友、只有永久的利益。」充分地突顯出國際政治環境的現實性，即國與國之間的交往是由彼此間之利益所聯繫。我們應該認知到美國的所有對外軍事干涉政策都是以其國家利益為依歸，美國的國家利益必須由華府自己來界定，也絕對不會站在華府以外的角度來看問題。
五、研究體認：
(一)種族仇恨非武力可消弭
(二)國際社會對主權國家之尊重
(三)國際社會只有永遠之利益
(四)強權即公理
(五)美國國家利益至上
六、美國軍事干涉科索沃衝突的處理模式是否會重演於台海兩岸，其中變數太多不易掌握，因為在真正的衝突爆發之前，實難預估。台灣不宜心存僥倖，嘗試考驗美國介入台海衝突的可能性。因為國家的安全不可能建立在他國的強大國力之上，唯有充實自己的實力，發展國家的生機，務實的做好兩岸關係，盡可能化除兩岸危機於無形，則美國軍事干涉的問題也就沒有那麼重要了。
