題名 民意代表與行政機關互動關係之研究-遊說、賄賂與人民關係意識 作者 趙育培 貢獻者 吳家恩
趙育培日期 1997 上傳時間 11-Oct-2018 09:31:43 (UTC+8) 摘要 論文提要本論文的重點在建立民意代表(legislator)與行政機關(administration )二者間的互動模式。其中，政治利益與補助款的取得是雙方各別的標的。在這個模型裡，採取的是議價(bargaining)的方式，因此，要視主導權掌握在誰的手上進行不同的討論。但經過賄賂(bribe)之後，不論最初誰掌握了主導權，都會產生相同的結果。這個結論和Coase定理有相似之處，不過由於人民（the public）無法參與議價，所以最後所謂的「效率」只能說是次佳（second - best）的選擇。本論文共分為四章，除了第一章為諸論外，第二章為文獻回顧，略敘了有關公共選擇理論的發展。第三章是本文重點，希望透過此模型將政治市場上的角色（players）作有效的結合；最後一章為討論與建議。 參考文獻 • 張清溪等，民國76年，“經濟學－理論與實務（上）”，台北：新陸出版社。• Atkinson A.B. & J.E.
