摘要 近年組織在遭遇危機時,開始運用數位科技提供危機事件科技賦能力,並
展現數位韌性。以 Sakurai與 Chughtai(2020)為例,在 2015 年尼泊爾大地震時,相關志工組織在短時間透過建立數位地圖,以數位工具打造科技賦能力與數位韌性。

回顧過往危機管理個案,研究著重在區域性、短期間的個案,如:SARS、H1N1 等。而針對全球性、長時間危機事件卻無相關案例探討,因此本研究將藉由 COVID-19 議題,滿足過往研究缺口,並搭以數位韌性觀點進行討論。在個案選擇,本研究以台灣口罩實名制為代表個案,選擇原因為:台灣在口罩事件的處理上與他國最明顯不同之處,是善用數位工具並透過系統迭代落實人類的危機管理目標。因此,本研究將以敘事手法帶領讀者了解台灣政府是如何達成在台灣口罩事件中不同的危機管理目標:公平分配、日益普及、日益便捷。同時,藉由以下列發現回答研究問題:一、科技賦予數位常規的建立;二、數位常規創造的特性,與數位韌性的達成。透過上述發現,本研究基於現有理論的框架,為數位韌性與科技賦能力提供新觀點,同時亦為危機管理進行不同面向探討的貢獻。
Recently, organizations have started to embrace technology and respond to the crisis with technology affordance, which could be seen as a reflection of digital resilience. To further explain this, Sakurai and Chughtai (2020) showed their study of crisis management as an example: during the Nepal earthquake in 2015, that the volunteers built up digital maps within a short time to instantly respond to the crisis event. Through this digital assistance, the organization created the technology affordance and reflected the digital resilience to the organization.

From reviewing previous studies of crisis management, the author found that previous studies mostly focused on short-term and regional cases of crisis management. The global and long-term cases in crisis management were less mentioned in the previous studies. Therefore, this study aims to provide a long-term and global perspectives in the crisis management through COVID-19 pandemic with the Taiwanese Name-Based Mask Distribution System to fulfill the research gap.

As mentioned above, the author chose the Taiwanese Name-Based Mask Distribution System as the representative case, the reasons are: while facing the mask shortage crisis in the globe, Taiwan, compared to other countries, had utilized the digital tool and its iteration to respond to the crisis and ultimately realize human`s goal, this module was unseen in other countries.

In this research, the author will discuss the Taiwanese Name-Based Mask Distribution System narratively and explain its human goal and by stages: Fair distribution, Daily popularization, and Gradual Convivence. Besides, the author found two findings below: 1. Technology affords the creation of a digital routine. 2. The digital routine provides value-added features and assists the realization of digital
resilience. Through the case study, the author provides new findings and perspectives that based on the existing theoretical framework. It aims to provide contributions in
different aspects of future crisis management.
