摘要 內蒙古自治區成立七十餘年以來,在人均壽命、經濟、教育、社會保障各方面均有相當高的成就,在現代化方面,的確有長足的進步,尤其是在改革開放之後。在此期間內蒙古經歷了第一次與第二次現代化,雖然在經濟與科技上有顯著的提升,但在政治、社會、文化與心理層面上仍存在著挑戰。內蒙古的第二次現代化並不強調工業化、城市化的過程,而是強調知識化、資訊化、網路化、全球化、綠色化等新內涵。現代化是一種持續、開放的過程,在執行運作上總是處於正反合的辯證過程,很難達到平衡或定論。國家或當地政府只能繼續努力,追求一個合理的目標,為更多人謀取福利與幸福,而在這過程中,如果民間企業或團體甚或民族菁英也能發揮建設性的力量,將可讓現代化的腳步走得更加平穩與正向。
Since the establishment of the Inner Mongolia Autonomous Region for more than 70 years, it has made considerable achievements in life expectancy, economy, education, and social security. It has indeed made considerable progress in modernization, especially after the reform and opening-up. During this period, Inner Mongolia experienced the first and second modernization. Although it has made significant economic and technological improvements, there are still challenges on the political, social, cultural, and psychological levels. The second modernization of Inner Mongolia did not emphasize the process of industrialization and urbanization, but emphasized new connotations such as knowledge, information, networking, globalization, and greening. Modernization is a continuous and open process, always in a dialectical process of pros and cons in implementation and operation, and it is difficult to achieve a balance or conclusion. The state or local government can only continue to work hard to pursue a reasonable goal to achieve welfare and happiness for more people. In this process, if private enterprises or groups or even ethnic elites can play a constructive role, it will allow the pace of modernization to be more smooth and positive.
