摘要 有鑑於偏遠地區學校辦學日益困難,2017年通過之《偏遠地區學校教育發展條例》,有其指標性之意義。然而,由於偏遠地區教育問題經緯萬端,即使施行新法,各界仍不斷提出其窒礙難行之相關問題。基於此,本研究主要目的即在檢視《偏遠地區學校教育發展條例》施行後,其針對偏鄉學校人力資源(包括校長、教師、行政人員)、行政組織層級、經費編列、混齡教學等條文規定之適切性與利弊得失。透過問卷調查與焦點座談,發現《偏遠地區學校教育發展條例》之施行對於偏遠地區學校教育的運作有一定程度的幫助。然而,在實際執行上仍有不少問題與爭議。本研究根據結果提出建議,以供有關當局未來修法時參考。
The major purpose of this paper was to analyze the pros and cons of the enforcement of the Act for Education Development of Schools in Remote Areas that mainly including issues such as recruiting qualified teachers, administrative operations of schools in remote areas, mixed-age teaching, and subsidizing schools in remote areas. Related questionnaire and interviews were used to investigate the opinions of the implementation of the Act for Education Development of Schools in Remote Areas while data collected from principals, teachers, and school administrators from elementary schools in remote areas. Data analysis of the questionnaire and interviews indicated that the passage of the Act for Education Development of Schools in Remote Areas has helped to a certain extent in the operation of school education in remote areas. However, in actual implementation, there are still many problems and disputes that need to be resolved in the future.
