題名 太陽光電結合儲能系統設置對能源產業發展之影響 -以N公司為例

摘要 台灣的電力供應從2017年大潭發電廠跳機導致815大停電,到2022年興達發電廠停機造成303停電事故,五年內已經發生四次全台無預警停電,充足的電力供應來源及提升電網韌性成為關注焦點。近年來政府推動能源轉型著重的再生能源佔電力供應來源比率日益上升,但由於發電容易受到天氣狀況及周邊環境的影響,造成供電具時間性或間歇性等不穩定特性,對於電力及電網供應穩定性增加控制難度,因此衍生如何有效控制與管理之議題。而儲能系統除可調節功率、改善電力品質,亦可提升電能備用容量,因此受到電力公司青睞,再生能源搭配儲能系統可在供電充足時進行充電,供電需求大時進行放電達到削峰填谷的效果,此外還可對電力需量進行管理,提供緊急的備用電源以及調頻輔助服務,提供電力穩定輸出、維持供電及負載的平衡。觀察台灣政府政策方向之規劃,再生能源結合儲能系統將會是未來電廠趨勢,然再生能源廠商如何成功轉型,同時維持獲利將是既有再生能源公司在營運發展策略上需要思考的問題。本研究以N公司做為個案研究對象,借鑒N公司在發展上所遭遇到的問題與瓶頸,瞭解再生能源企業在經營過程中所會存在和需面對的諸多問題,尋找出最佳商業模式,以供台灣有志朝向再生能源發展之企業在面臨危機及市場挑戰時之參考與借鏡,並期待以此個案的學習使企業能在日益競爭與波動的環境中維持穩定地發展。
Taiwan`s power supply landscape has faced significant challenges in recent years. The abrupt shutdown of the Datan Power Plant in 2017 led to a massive blackout, followed by the Hingta Power Plant`s shutdown in 2022, resulting in a series of unplanned power outages. These events have highlighted the urgency of ensuring a reliable and robust power supply system. This essay explores the evolution of Taiwan`s power supply, the growing emphasis on renewable energy, the integration of energy storage systems and a case study that sheds light on the path forward. Over the past few years, the Taiwanese government has been actively promoting energy transition with a strong focus on renewable energy sources. The proportion of power generated from renewable sources has steadily increased reflecting the country`s commitment to reducing its carbon footprint and dependence on conventional fossil fuels. However, the inherent variability of renewable energy influenced by weather conditions and environmental factors poses challenges in maintaining a consistent power supply. This intermittency can result in instability making effective power control and management imperative. Energy storage systems have emerged as a promising solution to address the unpredictability of renewable energy sources. These systems offer multiple benefits including power regulation, improved power quality and enhanced energy reserve capacity. This has caught the attention of power companies, particularly when combined with renewable energy sources. The synergy between renewable energy and energy storage allows excess energy to be stored during periods of ample supply and discharged during high demand, effectively flattening out peak loads. Furthermore, these systems enable effective load management, provide emergency backup power and contribute to frequency modulation services ensuring a stable power output and maintaining the balance between supply and demand. To gain insights into the practical challenges faced by renewable energy enterprises and identify potential solutions, this study examines the experiences of Company N which underscores the importance of adaptability, innovation and strategic planning in the renewable energy landscape. By learning from these insights, Company N`s case serves as a valuable reference for other Taiwanese enterprises aspiring to transition toward renewable energy offering guidance on how to weather uncertainties and succeed amidst competition.
