摘要	美國是當今世界唯一的超強，在政治、軍事、經濟等領域上扮演優越主導之地位，其國家利益、國家目標、國家安全戰略與外交政策作為，深深牽動與影響全球國家。2001年小布希總統上台之後，其現實主義的理念與強勢獨斷的行事風格，將美國帶向一個單邊主義取向的國家，引發各方之質疑與反彈。 2001年9月11日的恐怖攻擊事件，除了打破美國堅不可摧的神話，改變了國際安全的環境，也讓美國體認到非國家行為者與國際恐怖活動對於美國國土的嚴重威脅，以及恐怖主義對於世界安全與和平構成嚴峻的挑戰。因此小布希大幅調整國家安全戰略的思維，追求積極主動與絕對安全的戰略作為。在此架構之下，小布希發動阿富汗戰爭討伐塔利班政權與剿除基地組織的巢穴，不顧國際反對執意「先發制人」攻打伊拉克，對國際社會產生重大深遠的影響。本論文研究的重心，即針對小布希團隊的決策風格理念，分析其在安全、外交等方面之政策作為，並深入探討在「九一一事件」後，美國面對新的安全威脅所採取之本土防禦、國防戰略與核武戰略轉變的意涵，進行全球反恐戰爭與遏阻大規模毀滅性武器擴散之特點分析，處理北韓、伊拉克問題所面臨的癥結與阻力，以及美國相關政策作為對於國際安全的影響。

dc.description.abstract (摘要)	美國是當今世界唯一的超強，在政治、軍事、經濟等領域上扮演優越主導之地位，其國家利益、國家目標、國家安全戰略與外交政策作為，深深牽動與影響全球國家。2001年小布希總統上台之後，其現實主義的理念與強勢獨斷的行事風格，將美國帶向一個單邊主義取向的國家，引發各方之質疑與反彈。 2001年9月11日的恐怖攻擊事件，除了打破美國堅不可摧的神話，改變了國際安全的環境，也讓美國體認到非國家行為者與國際恐怖活動對於美國國土的嚴重威脅，以及恐怖主義對於世界安全與和平構成嚴峻的挑戰。因此小布希大幅調整國家安全戰略的思維，追求積極主動與絕對安全的戰略作為。在此架構之下，小布希發動阿富汗戰爭討伐塔利班政權與剿除基地組織的巢穴，不顧國際反對執意「先發制人」攻打伊拉克，對國際社會產生重大深遠的影響。本論文研究的重心，即針對小布希團隊的決策風格理念，分析其在安全、外交等方面之政策作為，並深入探討在「九一一事件」後，美國面對新的安全威脅所採取之本土防禦、國防戰略與核武戰略轉變的意涵，進行全球反恐戰爭與遏阻大規模毀滅性武器擴散之特點分析，處理北韓、伊拉克問題所面臨的癥結與阻力，以及美國相關政策作為對於國際安全的影響。	zh_TW
