國立政治大學選舉研究中心關鍵詞 網路調查;電話調查;電子化政府;網路政策;網路使用人;Internet Survey;Telephone Survey;Electronic Government;Internet Policy;Internet User 日期 2000-03 上傳時間 14-Dec-2010 13:20:12 (UTC+8) 摘要 隨著科技的快速發展，網際網路的使用在民眾的各個生活領域日益普遍，相對應於這種發展，政府各項政策規畫與施行，也深受網路的影響。這種影響主要表現在兩方面，在一方面是政府利用網路所具有的快速與低成本的特性，提昇政府施政的效率；另一方面，網路的普遍化成為政府與民眾溝通的重要媒介，有效的運用網路成為政府宣導政策與便民的一項措施。基於這樣的認知，本研究透過電話調查與網路調查方式，瞭解民眾在網路使用方面的各項資訊，以及其對政府事務的參與情形，包含網路民眾在網路使用上的各種習性、網路民眾基本的政治態度以及網路民眾參與政府事務的內涵。如此作法不僅可以在學術研究上瞭解網路使用人的各項特徵與政治態度，更可以在實務上提供政府在制訂網路政策上的重要參考。 Following the rapidly development of technology,the use of internet becomes more and more popular. The increasingly popular internet also influences the making and implementation of government policies. The impact of internet on people and government is twofold. On the one hand, instance and low cost, which are key essences of internet, effectively promote government efficiency. On the other hand, as an important communication channel, internet facilitates people`s accesses to government affairs. By way of telephone survey and internet survey, this study intends to explore the net-users` serveral key characteristics and their participation in government affairs. In particular, this study will address to some issues as the net-users` general attributes, political attitudes, and involvement in government affairs. It is anticipated that the results of this study will not only contribute to the academic research on net-users` political participation but also provide valuable information for innovation of the government`s internet policies. 關聯 RDEC-MIS-089-027
