題名 小布希總統時期美國對台軍售之研究-以售台潛艦為例

摘要 二次世界大戰結束後，美國基於整體國家利益，在外交政策上運用對外安全援助來協助盟邦及友邦維持、獲得和平與安全。在美國對外安全援助中「軍售」是最大的計畫單元，美國藉由軍售來支持美國的外交政策與安全目標，同時達到友盟合作，以強化區域安全，亦使美國與盟邦及友邦間物資、教範及訓練建立標準化的模式，更有助於美國提升國防工業產能、增加美國就業業機會與降低武器裝備研發、生產的成本。
1979年中華民國與美國斷交後，美國對台灣提供防衛性武器就從軍援變為軍售，美國對台軍售雖遭中國大陸不斷阻撓，但美國基於國家利益與全球戰略布局下，仍持續對台軍售，然隨著國際與國內情勢的轉變，美國亦隨之調整對台軍售的政策。小布希總統2001年1月就任後，即於4月份宣佈同意軍售柴電潛艦等多項武器裝備，並停止行之有年的軍售會議，但受到此期間美國整體反恐戰略的布局及美中、美台與兩岸關係的劇烈變化，使美國對台軍售立場再度修回保守的立場。
小布希總統2001年同意循軍售方式供售台灣8艘柴電潛艦，因美國已不生產柴電潛艦，遂積極展開協商第三國的協助，卻在台灣立法院質疑美國報價合理性、構型不明確，與堅持推動「潛艦國造」的狀況下，使美國遭遇前所未有的推動阻力，是美國始料未及的。雖然台灣在2008年通過柴電潛艦第一階段首年預算，然而小布希總統直至卸任仍未向國會申請授權，對台灣而言，實已錯失籌獲潛艦的最佳時機。
本論文主要探討小布希時期對台軍售由最佳的時期轉變為最壞的年代，其中國際與國內的變化及轉折，並以美售台潛艦之個案研究來驗證文中闡述的變數。

dc.description.abstract (摘要) 二次世界大戰結束後，美國基於整體國家利益，在外交政策上運用對外安全援助來協助盟邦及友邦維持、獲得和平與安全。在美國對外安全援助中「軍售」是最大的計畫單元，美國藉由軍售來支持美國的外交政策與安全目標，同時達到友盟合作，以強化區域安全，亦使美國與盟邦及友邦間物資、教範及訓練建立標準化的模式，更有助於美國提升國防工業產能、增加美國就業業機會與降低武器裝備研發、生產的成本。
1979年中華民國與美國斷交後，美國對台灣提供防衛性武器就從軍援變為軍售，美國對台軍售雖遭中國大陸不斷阻撓，但美國基於國家利益與全球戰略布局下，仍持續對台軍售，然隨著國際與國內情勢的轉變，美國亦隨之調整對台軍售的政策。小布希總統2001年1月就任後，即於4月份宣佈同意軍售柴電潛艦等多項武器裝備，並停止行之有年的軍售會議，但受到此期間美國整體反恐戰略的布局及美中、美台與兩岸關係的劇烈變化，使美國對台軍售立場再度修回保守的立場。
小布希總統2001年同意循軍售方式供售台灣8艘柴電潛艦，因美國已不生產柴電潛艦，遂積極展開協商第三國的協助，卻在台灣立法院質疑美國報價合理性、構型不明確，與堅持推動「潛艦國造」的狀況下，使美國遭遇前所未有的推動阻力，是美國始料未及的。雖然台灣在2008年通過柴電潛艦第一階段首年預算，然而小布希總統直至卸任仍未向國會申請授權，對台灣而言，實已錯失籌獲潛艦的最佳時機。
本論文主要探討小布希時期對台軍售由最佳的時期轉變為最壞的年代，其中國際與國內的變化及轉折，並以美售台潛艦之個案研究來驗證文中闡述的變數。		zh_TW
