題名 大規模自然災害下應急行動通訊系統之研究

摘要 本計畫將研究大型自然災害下供災區內大量志願救災人員利用 硬體倖存但喪失電源或後端連線的基地台建構應急行動通訊 系統供災區內大量的志願救災人員使用。大型災難發生時,受困於災難現場的人員,必須在72 小時內搶救出來,否則生還機會極為微弱,因此災難發生之初,最重要之救難工作乃在集中所有救災資源搶救受困人員,這段時間稱為「黃金72 小時」。此外,由於大型災害常嚴重破壞政府組織,公共建設,交通系統,導致制式的救災人員及設備無法在第一時間投入於所有災區,災區內的志願及編制內救災人員在災變發生初期必須自力救濟,幾乎全靠災區內倖存的志願人員及地區的軍警以無組織的方式投入救災,不但外援非常薄弱,救援行動也是一片兵荒馬亂。不幸的是,在歷年各種大規模的自然災害中,固定及行動通訊因為各種原因而癱瘓,造成防災救災指揮協調的極大障礙,有限的救災資源不僅嚴重不足,更因通訊聯絡不便,協調紊亂而嚴重錯置,浪費了寶貴的救災資源,嚴重影響救災效率。本研究團隊在歷年災害中經過實地勘查得知很多中斷服務的基地台本身是完好無缺,只是因喪失電源或後端連線因而中斷服務, 此外,大部分災區內的人員多半會攜帶行動電話,我們提出 利用 WiFi 等方便的無線電連線將這些基地台救活並連接起來, 建構一個臨時性應急的行動電話系統以支援災區內大量的的 志願救災人員使用,將可以在災害發生時,發揮功效,搶救 許多生命。 本計畫將利用本團隊多年來在行動通訊、行動計算以所累積的研究經驗研擬「利用在地的資通傳資源緊急建構一個應急通訊資訊系統以及救災決策管理系統」提供災區內的大量專業及志願救災人員使用。
When a catastrophic natural disaster strikes, an organized and effective rescue operation is essential to rescue those victims trapped under collapsed buildings or landslides as well as to relief massive survivals who lose their life support. However, social infrastructure and communication systems were usually paralyzed by many causes. The loss of social infrastructure and communication systems made rescue and relief operations extremely difficult costing many lives unnecessarily. Unfortunately, little aid can access to the stricken zones in the first 72 Golden Hours due to the paralyzed transportation system such that the people in the stricken zones must use local resources to perform disaster response operation. Throughout the previous research in the past decade, we found that many cell towers were out of service because of loss of power and backhaul links with their physically structure remained intact. This project is to develop a contingency cellular network that uses wireless links to connect interrupted cell towers to form a temporary limited-capacity cellular phone network. The cellular phones within the coverage of the network can be activated immediately for disaster response operation. This system is intended to support a large number of voluntary workers under catastrophic natural disasters.
