dc.description.abstract | 檢視台灣的勞工集體行動,一九八七年的自主工會工潮,以及從一九八八年初的年終獎金工潮延續至八九年的勞工運動,是台灣勞工集體行動的兩波高峰期。之後,在政府的強力介入與壓制之下,勞工意識薄弱,以及各項福利措施的制定與施行,導致工運動員議題貧乏等因素的交互影響下,台灣勞工集體行動也漸趨和緩。\n\n 然而,自一九八八年二月十四日桃園客運產業工會發起怠工罷駛開始,台灣客運業卻揭開了「不斷罷工」的歷史。其中,除了一九九二年六月的基隆客運產業工會,以及同年八月的宜蘭客運產業工會,是少數取得、符合法定罷工的主體與程序外,多數的客運業勞工是透過「非法罷駛」的變相方式,達到實質罷工的目的。為什麼客運駕駛員甘冒可能遭到雇主「依法」解僱的風險?又是什麼原因導致客運業的勞資衝突會以一再的、廣泛的形式出現?\n\n 有論者認為,客運業的勞資衝突抗爭事件,基本上都導因於不合理的薪資結構和不人性的管理制度,或是客運業整體勞動條件的問題。的確,就訪談結果得知,超時駕駛乃是長途客運業的常態,而相對高的薪資報酬則是吸引駕駛員服從這套遊戲規則的主要原因。\n\n 不過,在生理因素限制及社會生活的心理需求之下,經濟誘因仍有其限度。分析長途客運駕駛員的勞動過程,駕駛行為的特殊勞動方式與「低底薪、高獎金」薪資結構,衍生出數項「去勞動化」的機制,包括了:「工作的本能」、「排班的雙重彈性」、「想像的自由」以及「虛妄的權力對抗」。這些彼此交織混雜的機制有利於形成、再製與強化高薪資的共識效果。\n\n 弔詭的是,客運業特殊的薪資結構與計算方式及勞動過程,不僅衍生了「去勞動化」的機制,也成為客運駕駛員發動「不斷罷工」的主要動能。駕駛員認為自己「到哪裡都可以開車」的背後,除了「駕駛執照」作為支撐之外,關鍵點在於客運業普遍缺乏內部勞動市場以及講求個人化的「計件」薪資計算方式,這使得駕駛員轉換雇主實毋須擔負「年資」的損失;同時,「執照」作為排除其他人進入駕駛勞動市場的門檻,也提供了相對應的高薪資,這使得駕駛員「到哪裡都『只』能開車」。也就說,賦予駕駛員罷工動能的,恰恰是與駕駛員對立、造成駕駛員「痛苦」根源的「薪資結構」——異議正是共識產製的空間。 | zh_TW |
