張昌吉日期 1985 上傳時間 8-Nov-2016 16:31:07 (UTC+8) 摘要 論文提要\n本文共分五章。\n第一章為緒論，描述從事本研究的目的、範圍，本個案所採取的研究方法及限制。\n第二章是概念架構，第一節探討政策的形成，從政策的發動、政策的涉入者、談到利益團體與行政部門在政策形成過程中扮演的角色；第二節以政策研擬階段政治面的運作關係為重點，分析利益團體與行政部門，利益團體與立法部門、行政部門與立法部門、行政部門與大眾傳播之關係。第三節政策合法化階段政治面的運作關係，以聯盟 (coalition) 與議價 (bargain) 來分析代表各方勢力的立法委員間的關係；第四節政黨與決策，因政黨在我國有相當獨特的影響力，筆者認為應獨立出來解釋其對決策的影響較恰當。\n第三章說明勞基法之形成背景、重要內容及主要的爭議。\n第四章以概念架構來解釋勞基法之制訂過程，分析勞基法如何形成，在研擬過程中行政部門與利益團體、立法部門間政治面的運作關係，及至合法化階段的政治面運作關係，並說明政黨對勞基法制定的影響。\n第五章結論與建議。就研究結果作出本個案的結論與建議。
