題名 政府與非營利組織協力關係之研究： 以臺灣海洋廢棄物治理平台為例
Understanding the Collaborative Relationship between Governments and Nonprofit Organizations：A Case Study on the Marine Debris Governance Platform in Taiwan

摘要 　　隨著環境資源的開發與運用，人們對於海洋的使用與依賴也越來越深，同時也造成了海岸與海洋生態系統的沈重負擔。面對日益嚴重的海洋廢棄物與汙染之問題，難以單靠政府的力量完善治理海洋環境，因此，環保署於2017年時與環保團體共同建置「臺灣海洋廢棄物治理平台」（下稱海廢治理平台），透過政府部門的公權力來制定海洋廢棄物管制之相關政策，並利用非營利團體長期關注海洋環境的經驗與國際參與的靈活度，攜手維護海洋原有的美麗面貌。
　　而本研究欲探討，透過政府與非營利組織的協力，海廢治理平台中成員的互動情形，包含海洋廢棄物治理平台之運作架構與模式、影響海洋廢棄物治理平台運作過程的因素以及哪些因素將會造成協力關係的存續或斷裂。為回答研究問題，本研究採取個案研究法與深度訪談法進行資料蒐集。訪問參與在海廢治理平台內的政府機關以及非營利組織，運用協力觀點探究海洋廢棄物治理中公部門與非營利組織行動者間的協力互動過程與平台協力運作之關係。
　　本研究發現，海廢治理平台主要運作模式是透過平台會議與工作小組會議，定期就海洋廢棄物議題進行討論。在協力的運作過程中，「領導要素」與「溝通要素」扮演著重要的關鍵，如同潤滑油般幫助協力關係能夠順暢的運行。而協力關係的存續或斷裂會受到方案推動成效、獲取意見與資訊、方案可行性、尊重與溝通等因素之影響，可能加深協力關係的穩固程度或使協力關係走向終結。

dc.description.abstract (摘要) 　　隨著環境資源的開發與運用，人們對於海洋的使用與依賴也越來越深，同時也造成了海岸與海洋生態系統的沈重負擔。面對日益嚴重的海洋廢棄物與汙染之問題，難以單靠政府的力量完善治理海洋環境，因此，環保署於2017年時與環保團體共同建置「臺灣海洋廢棄物治理平台」（下稱海廢治理平台），透過政府部門的公權力來制定海洋廢棄物管制之相關政策，並利用非營利團體長期關注海洋環境的經驗與國際參與的靈活度，攜手維護海洋原有的美麗面貌。
　　而本研究欲探討，透過政府與非營利組織的協力，海廢治理平台中成員的互動情形，包含海洋廢棄物治理平台之運作架構與模式、影響海洋廢棄物治理平台運作過程的因素以及哪些因素將會造成協力關係的存續或斷裂。為回答研究問題，本研究採取個案研究法與深度訪談法進行資料蒐集。訪問參與在海廢治理平台內的政府機關以及非營利組織，運用協力觀點探究海洋廢棄物治理中公部門與非營利組織行動者間的協力互動過程與平台協力運作之關係。
　　本研究發現，海廢治理平台主要運作模式是透過平台會議與工作小組會議，定期就海洋廢棄物議題進行討論。在協力的運作過程中，「領導要素」與「溝通要素」扮演著重要的關鍵，如同潤滑油般幫助協力關係能夠順暢的運行。而協力關係的存續或斷裂會受到方案推動成效、獲取意見與資訊、方案可行性、尊重與溝通等因素之影響，可能加深協力關係的穩固程度或使協力關係走向終結。		zh_TW
