摘要 快速發展的科技導致整個社會變化,打破現狀。 受到影響的領域之一是勞動力,該領域隨著數位化的不斷發展,對數位技術勞動力的需求不斷增加。 為了適應這些變化,各國政府正在實施數位人才政策,旨在培養數位技能勞動力,以促進經濟成長和創新。 本研究對新加坡、韓國和台灣地區培養數位人才的政府政策和行動進行了質性比較分析。 從宏觀人才管理的角度來看,該研究發現,三個國家的政府都在努力透過提高民眾的數位能力來成為數位領導者,其中主要優先事項是透過教育和培訓的投資來培養數位人才。 為了配合這一發展,移民計劃被用來吸引國際數位人才,並提供就業和職業服務來留住已在國內發展的數位人才。 這三個政府正在鞏固其關鍵產業的現有優勢:新加坡的金融服務、韓國的未來汽車、台灣的資訊通訊科技。 針對這些行業的特點,三個國家採取了不同的做法:新加坡提供詳細的藍圖和財政激勵措施來鼓勵和指導技能提升和再培訓,韓國利用產學合作重組其職業教育體系以滿足新的需求,台灣則創建專門的職業教育體系並強化跨領域的微觀課程。本研究結果亦可提供給其他國家追求提升人力資本的政策參考。
Rapidly advancing technology causes changes throughout society, disrupting the status quo. One area being affected is labor, with increasing digitalization raising the demand for digitally skilled labor. To accommodate these changes governments are implementing Digital Talent Policies seeking to cultivate a digitally skilled labor force for economic growth and innovation. In this study a qualitative comparative analysis of the government policies and actions of Singapore, South Korea, and Taiwan to cultivate digital talents is conducted. Framed through Macro-Talent Management perspective, the study finds that all three governments are working to become digital leaders by improving their populations’ digital capabilities, with the main priority being developing digital talents through investments in education and training. To complement this development, immigration programs are used to attract international digital talents and employment and career services to retain developed digital talents. The three governments are building off pre-existing strengths in key industries: financial services for Singapore, future auto for South Korea, and ICT for Taiwan. To address these industry focuses the three have varying approaches: Singapore provides detailed roadmaps and financial incentives to encourage and guide upskilling and reskilling, South Korea leverages industry-academia-government cooperation to reorganize its vocational education system to meet new demands, and Taiwan creates specialized digital programs and cross-field micro-courses in key competencies to develop both expert and cross-domain talents. To conclude, this study provides recommendations to guide other governments’ seeking to increase their digital human capital.

dc.description.abstract (摘要) 快速發展的科技導致整個社會變化,打破現狀。 受到影響的領域之一是勞動力,該領域隨著數位化的不斷發展,對數位技術勞動力的需求不斷增加。 為了適應這些變化,各國政府正在實施數位人才政策,旨在培養數位技能勞動力,以促進經濟成長和創新。 本研究對新加坡、韓國和台灣地區培養數位人才的政府政策和行動進行了質性比較分析。 從宏觀人才管理的角度來看,該研究發現,三個國家的政府都在努力透過提高民眾的數位能力來成為數位領導者,其中主要優先事項是透過教育和培訓的投資來培養數位人才。 為了配合這一發展,移民計劃被用來吸引國際數位人才,並提供就業和職業服務來留住已在國內發展的數位人才。 這三個政府正在鞏固其關鍵產業的現有優勢:新加坡的金融服務、韓國的未來汽車、台灣的資訊通訊科技。 針對這些行業的特點,三個國家採取了不同的做法:新加坡提供詳細的藍圖和財政激勵措施來鼓勵和指導技能提升和再培訓,韓國利用產學合作重組其職業教育體系以滿足新的需求,台灣則創建專門的職業教育體系並強化跨領域的微觀課程。本研究結果亦可提供給其他國家追求提升人力資本的政策參考。zh_TW
dc.description.abstract (摘要) Rapidly advancing technology causes changes throughout society, disrupting the status quo. One area being affected is labor, with increasing digitalization raising the demand for digitally skilled labor. To accommodate these changes governments are implementing Digital Talent Policies seeking to cultivate a digitally skilled labor force for economic growth and innovation. In this study a qualitative comparative analysis of the government policies and actions of Singapore, South Korea, and Taiwan to cultivate digital talents is conducted. Framed through Macro-Talent Management perspective, the study finds that all three governments are working to become digital leaders by improving their populations’ digital capabilities, with the main priority being developing digital talents through investments in education and training. To complement this development, immigration programs are used to attract international digital talents and employment and career services to retain developed digital talents. The three governments are building off pre-existing strengths in key industries: financial services for Singapore, future auto for South Korea, and ICT for Taiwan. To address these industry focuses the three have varying approaches: Singapore provides detailed roadmaps and financial incentives to encourage and guide upskilling and reskilling, South Korea leverages industry-academia-government cooperation to reorganize its vocational education system to meet new demands, and Taiwan creates specialized digital programs and cross-field micro-courses in key competencies to develop both expert and cross-domain talents. To conclude, this study provides recommendations to guide other governments’ seeking to increase their digital human capital.en_US
