摘要 隨著近年來再生能源的成本和可獲性變得更加普及,工業部門的脫碳已成為許多國家政府的首要任務。台灣也不例外,政府已將工業部門視為其2050淨零排放路徑(臺灣2050淨零排放路徑)的關鍵支柱。台灣擁有一些最先進的半導體製造商,如台積電(TSMC)和聯華電子(UMC),這為全球各國政府如何應對這一淨零排放轉型提供了一個獨特的視角。台灣政府和這兩家半導體製造公司都制定了雄心勃勃的短期和長期目標,旨在轉向再生能源。因此,本研究項目探討了政府用於推動半導體產業轉向再生能源的政策和政策工具。同樣地,該項目分析了政府政策和政策工具如何塑造台積電和聯電在採購和實施再生能源方面的策略。通過闡述政府如何推動再生能源轉型並了解政策如何影響半導體產業,我們可以更好地理解公私關係、政策制定過程以及再生能源轉型在台灣情境中的實施。最後,提出進一步的討論和政策建議,以便擴展研究成果並為未來發展提供解決方案。
As the cost and availability of renewable energy has become more accessible in recent years, the decarbonization of the industrial sector has become a top priority for many governments around the world. In Taiwan, this is no exception as the government has identified the industrial sector as a key pillar in its Pathways to Net-Zero Emissions in 2050 (臺灣2050淨零排放路徑).Taiwan, home to some of the most advanced semiconductor manufacturers such as Taiwan Semiconductor Manufacturing Company (TSMC) and United Microelectronics Corporation (UMC), offers a unique perspective into how governments around the world are handling this transition to net-zero emissions. Both the government and these two semiconductor manufacturing companies have set out ambitious short- and long-term goals of transitioning to renewable energy. Therefore, this research project examines the policies and policy tools that the government is using to transition the semiconductor industry to renewable energy. Likewise, the project analyzes how government policy and policy tools shape TSMC’s and UMC’s strategy towards procuring and implementing renewable energy. By laying out how the government approaches the renewable energy transition and understanding how policy impacts the semiconductor industry, we can better understand public-private relations, the policymaking process, and renewable energy transitions in the context of Taiwan’s situation. Finally, further discussion and policy recommendations are given as a way to expand upon the findings and offer solutions for future developments.

dc.description.abstract (摘要) 隨著近年來再生能源的成本和可獲性變得更加普及,工業部門的脫碳已成為許多國家政府的首要任務。台灣也不例外,政府已將工業部門視為其2050淨零排放路徑(臺灣2050淨零排放路徑)的關鍵支柱。台灣擁有一些最先進的半導體製造商,如台積電(TSMC)和聯華電子(UMC),這為全球各國政府如何應對這一淨零排放轉型提供了一個獨特的視角。台灣政府和這兩家半導體製造公司都制定了雄心勃勃的短期和長期目標,旨在轉向再生能源。因此,本研究項目探討了政府用於推動半導體產業轉向再生能源的政策和政策工具。同樣地,該項目分析了政府政策和政策工具如何塑造台積電和聯電在採購和實施再生能源方面的策略。通過闡述政府如何推動再生能源轉型並了解政策如何影響半導體產業,我們可以更好地理解公私關係、政策制定過程以及再生能源轉型在台灣情境中的實施。最後,提出進一步的討論和政策建議,以便擴展研究成果並為未來發展提供解決方案。zh_TW
dc.description.abstract (摘要) As the cost and availability of renewable energy has become more accessible in recent years, the decarbonization of the industrial sector has become a top priority for many governments around the world. In Taiwan, this is no exception as the government has identified the industrial sector as a key pillar in its Pathways to Net-Zero Emissions in 2050 (臺灣2050淨零排放路徑).Taiwan, home to some of the most advanced semiconductor manufacturers such as Taiwan Semiconductor Manufacturing Company (TSMC) and United Microelectronics Corporation (UMC), offers a unique perspective into how governments around the world are handling this transition to net-zero emissions. Both the government and these two semiconductor manufacturing companies have set out ambitious short- and long-term goals of transitioning to renewable energy. Therefore, this research project examines the policies and policy tools that the government is using to transition the semiconductor industry to renewable energy. Likewise, the project analyzes how government policy and policy tools shape TSMC’s and UMC’s strategy towards procuring and implementing renewable energy. By laying out how the government approaches the renewable energy transition and understanding how policy impacts the semiconductor industry, we can better understand public-private relations, the policymaking process, and renewable energy transitions in the context of Taiwan’s situation. Finally, further discussion and policy recommendations are given as a way to expand upon the findings and offer solutions for future developments.en_US
