| dc.description.abstract | 2001年9月11日美國本土遭受恐怖份子以劫機方式襲擊，重創美國本土安全、政治、經濟，同時亦讓各國理解到安全威脅不僅來自國家，亦可能為個人或組織。面對美國本土受到威脅，小布希政府當下向恐怖主義份子宣戰，且與盟邦合作進行反恐。然而，在反恐戰爭之進行下，美國需要中共在安理會、反恐等問題上的合作，小布希政府逐步調整「戰略競爭者」的用詞，而更強調雙方關係是現實、合作、競爭，進而主張「坦誠、建設、合作」的關係，因此，既交往與圍堵為美國對華政策主軸。同時，面對美對華政策的調整，中共亦開始重新省思對美戰略。於21世紀恐怖襲擊發生後，改變了國際格局，其對中美關係而言是合作之分水嶺，抑或是崎異之源頭。\n本文研究將以911事件背景脈络，以中共之角度探就911後中美關係的發展，同時引用多元層次分析對中共內外進行評估，以取得中共對美戰略的主要意涵、矛盾與影響。再者，針對中美關係主要安全爭議上進行討論，包括：反恐實踐、台灣問題、飛彈防禦系統等議題。最後，則希冀提供中美關係研究上不同的觀察面向。 | zh_TW |
