日期: | 2005 | 上傳時間: | 18-九月-2009 | 摘要: | 檢視台灣的勞工集體行動，一九八七年的自主工會工潮，以及從一九八八年初的年終獎金工潮延續至八九年的勞工運動，是台灣勞工集體行動的兩波高峰期。之後，在政府的強力介入與壓制之下，勞工意識薄弱，以及各項福利措施的制定與施行，導致工運動員議題貧乏等因素的交互影響下，台灣勞工集體行動也漸趨和緩。\n\n 然而，自一九八八年二月十四日桃園客運產業工會發起怠工罷駛開始，台灣客運業卻揭開了「不斷罷工」的歷史。其中，除了一九九二年六月的基隆客運產業工會，以及同年八月的宜蘭客運產業工會，是少數取得、符合法定罷工的主體與程序外，多數的客運業勞工是透過「非法罷駛」的變相方式，達到實質罷工的目的。為什麼客運駕駛員甘冒可能遭到雇主「依法」解僱的風險？又是什麼原因導致客運業的勞資衝突會以一再的、廣泛的形式出現？\n\n 有論者認為，客運業的勞資衝突抗爭事件，基本上都導因於不合理的薪資結構和不人性的管理制度，或是客運業整體勞動條件的問題。的確，就訪談結果得知，超時駕駛乃是長途客運業的常態，而相對高的薪資報酬則是吸引駕駛員服從這套遊戲規則的主要原因。\n\n 不過，在生理因素限制及社會生活的心理需求之下，經濟誘因仍有其限度。分析長途客運駕駛員的勞動過程，駕駛行為的特殊勞動方式與「低底薪、高獎金」薪資結構，衍生出數項「去勞動化」的機制，包括了：「工作的本能」、「排班的雙重彈性」、「想像的自由」以及「虛妄的權力對抗」。這些彼此交織混雜的機制有利於形成、再製與強化高薪資的共識效果。\n\n 弔詭的是，客運業特殊的薪資結構與計算方式及勞動過程，不僅衍生了「去勞動化」的機制，也成為客運駕駛員發動「不斷罷工」的主要動能。駕駛員認為自己「到哪裡都可以開車」的背後，除了「駕駛執照」作為支撐之外，關鍵點在於客運業普遍缺乏內部勞動市場以及講求個人化的「計件」薪資計算方式，這使得駕駛員轉換雇主實毋須擔負「年資」的損失；同時，「執照」作為排除其他人進入駕駛勞動市場的門檻，也提供了相對應的高薪資，這使得駕駛員「到哪裡都『只』能開車」。也就說，賦予駕駛員罷工動能的，恰恰是與駕駛員對立、造成駕駛員「痛苦」根源的「薪資結構」——異議正是共識產製的空間。 | 參考文獻: | 中文書目 Galbraith, John Kenneth （1983），劉北成譯，《權力的剖析》（The Anatomy of Power），台北：時報，1992。 Marx, Karl，《資本論》，北京：人民出版社，1979。 Mills, C.Wright （1959），張君玫、劉鈴佑譯，《社會學的想像》（The Sociological Imagination），台北：巨流，1996。 Reynaud, Jean-Daniel（1982），尹沅譯，《勞工衝突社會觀》（Sociologic des Conflits du Travail），台北：遠流，1989。 丁仁方（1992），〈台灣的統合主義〉，《中山學術研究季刊》，第七卷第四期。 王政憲（1997），《台灣勞工集體行動1950-1996》，私立東海大學政治研究所碩士論文。 王振寰（1990），〈工人階級形成的分析──E.P.
